List adaptiveScopeMembers without ?scope= - 400

Get the adaptiveScopeMembers list endpoint without specifying the parent adaptive scope. Get-AdaptiveScopeMembers requires -Identity (the parent scope); the controller pre-checks ?scope= and returns 400 with a canonical MissingRequiredQuery envelope before the cmdlet runs. Fix: pass ?scope=<adaptiveScopeName|Guid>.
